Managing IT Programs for the VA Learning University

Challenge

The mission of the U.S. Department of Veterans Affairs Learning University (VALU) is to provide learning and development opportunities for over 330,000 VA employees. VALU is VA’s corporate university that supports the agency’s mission and business objectives through high quality, cost-effective continuous learning and development that enhances leadership, occupational proficiencies, and personal growth. VALU’s Learning Infrastructure Directorate (LID) manages a portfolio of systems that supports VA’s learning and development activities to include initiatives that enhance its Talent Management System (TMS), integrate with VA human resources and other systems, and manage learning content.;

Solution

To assist with the planning and effective management of its portfolio of talent management and learning systems, Atlas Research assists LID leadership in the development of business plans as well as providing solutions for developing and enhancing learning systems and their associated technologies, processes and performance and quality controls. Atlas supported the development of a full range of technical requirements documents, including testing material and standard operating procedures, and provided a full range of programmatic and system specific support, analyses and reporting.

Results

Atlas works with VALU LID to streamline their new program centric business model and develops all of their documentation utilizing Project Management Body of Knowledge (PMBOK) standards to create an organization that is functional and effective. This new model provides VALU with the ability to adopt and integrate their new TMS in a timely manner without losing data or compromising data quality. In doing so, the 355,000 TMS users have a better experience with Single Sign-On (SSO) capabilities for all of their accounts.
