WASHINGTON, D.C. – Atlas Research welcomes nationally recognized health care program and performance expert Dr. Sally Turbyville as Senior Vice President. She will lead the company’s Research and Evaluation service line and Technical Assistance Portfolio, which includes Veterans, children and families, women and the homeless.
Dr. Turbyville has extensive experience in health care program and performance – from development and implementation, to evaluating health providers, policy research and systems. Her work includes 20+ years of collaboration and consensus-building with clinicians, issuers, state and federal agencies.

At the Children’s Hospital Association, Dr. Turbyville fielded the first national survey of children’s hospitals on volume, integration and burden associated with participating in accountability programs and reporting measures. While at IMPAQ International, she worked with the Centers for Medicare & Medicaid Services on their first national data program for quality reporting.
Previously, while at National Quality Forum, Dr. Turbyville launched the first national consensus-based evaluation for cost of care and resource use measures. Additionally, she performed foundational work in emerging program and performance measurement areas as a research scientist at the National Committee for Quality Assurance.
Dr. Turbyville holds a doctorate of health policy, public health from George Washington University.
