Preparing and Supporting VA Through the Presidential Transition

Challenge

The transfer of power from one Presidential administration to the next marks a significant shift for any federal agency, including the U.S. Department of Veterans Affairs (VA). The transition requires careful planning and organization. It can be a time-consuming and meticulous task to provide the incoming administration with the tools and information necessary to understand the agency’s current programs, operations, and processes. It also presents a prime opportunity to evaluate the current operating model and Enterprise Risk Management (ERM) processes in place.

Solution

The VA Office of Enterprise Integration (OEI) contracted Atlas Research to provide assistance throughout the preparation and execution process surrounding the Presidential transition. Atlas is collecting all available agency resources to verify and validate the accuracy and completeness of its contents to assemble a guide that will prepare and inform the incoming administration. Atlas is also providing operational and administrative support for OEI throughout the transition. In addition, the Atlas Team is working to uncover risks and issues by using complementary mitigation strategies and processes to identify potential impediments.

Result

Atlas is working with the OEI to develop a comprehensive transition user guide that will serve as an in-depth resource for the incoming administration. The guide will reference all the current administration’s programs, initiatives, and history. Atlas is providing meeting support and coordination during the transition, including calendar coordination, briefing material development, material distribution, and action item tracking. In addition, Atlas is assisting with the development of two Managing for Results (MFR) reports that will help the agency develop a strategic operations model to enhance the department’s daily operations and goal achievement.
